  • Responsibilities

    To direct the Entitlement and Forward Planning process for all community developments in the Division.  Directs projects through relevant phases of the Acquisition/Corporate approval process and proceeds through all aspects of securing entitlements for new communities including general plan changes, zoning, tentative and final maps. Manage projects with key stakeholders to bring communities to market in compliance with underwriting.

     

     

    Essentials: 

    • Prepare, and/or review all easements and partnership, development, governmental agreements, and legal documents.
    • Make presentations to municipal decision-making bodies, other quasi-government entities, and HOAs.
    • Negotiate with government agencies to acquire the appropriate zoning, development and other agreements, and preliminary plats.
    • Coordinate DRE and CC&R processing. Set up HOA s and acts as a Liaison and Board member.
    • Assemble HOA Docs for ERP and DO submittals.
    • Analyze HOA financials.
    • Drive and coordinate with key stakeholders (Land Development, Land Acquisition, Division President, etc.) to generate accurate schedules to bring communities to market.
    • Frequent communications with civil engineers, geotechnical engineers, escrow officers, title officers, city and county planning staff and city and county engineers and consultants.
    • Responsible for the attainment of all Entitlements through the relevant jurisdictions for properties for which the Division has opened Escrow, or already acquired.
    • Review/complete entitlement research and preparation.
    • Prepare, and/or review all easements and partnership, development, governmental agreements, Joint Development Agreements, Cost Share Agreements with private parties, and legal documents.
    • Attend Development Review meeting and City Council meeting, as necessary.

    Qualifications

    Education:

    • Bachelor's Degree in related field preferred

     

    Experience:

    • Five (5) years of management/supervisory experience in homebuilding and land development with a specialization in forward  planning and entitlements 

    Skills and Abilities:

    • Ability to read and interpret lot plans and  plat plans
    • Ability to create/implement work plans, prepare written  materials and articulate goals and action plans
    • Analytical; with the ability to give, receive, analyze information, and  interpret complex issues in order to determine the root problem  and  make effective decisions  to bring the issue to a successful  conclusion
    • Highly organized and flexible; with the ability to prioritize  multiple projects and meet deadlines, often  with frequent interruptions and changing circumstances, in a high-volume, fast-paced  work environment
